the color of the egyptian flag over cairo. he said it was not a political statement just a wish for things to get better soon. is that other news. governor brown reference the unrest in egypt in his state of the state address today but focus his message on money. specifically how to deal with california budget crisis. capitol correspondent reports on the governor's call to action. >> honorable pishtion you could call governor brown state of the state address a kick off campaign for june special election to ask voters to extend the temporary tax hike. he targeted republicans who have consistently said they will block the move to put the proposal on the ballot. by citing the civil unrest in egypt and tunisia to make a point democracy should be a guiding force on whet californians should have a voice in his plan. >> democratic ideals and call for the right to vote are still in the imagination of young people, in egypt and tunisia and other parts of the world.

taxes she won't stan in the way in letting them gather signature to put the proposal on the ballot through the initiative process. in sacramento, abc 7 news. final numbers are in on how much governor brown and whitman spent on the campaign for november election. whitman final tally record 178.5 million dollars. including 144 million of her own money. governor brown campaign spent 36.7 million. campaign filed the final statements today. this was the most expensive non-presidential race in u.s. history. debts fight tough economic times in oakland, mayor kwan announced today that 10 officers will be added to the police force. it's a decision that came as a surprise to almost everyone including the head of the police union. wayne is live in oakland tonight. wayne? >>reporter: this is the difference 6 months can make. since the 80 officers were laid off the force has lost more to attrition but now the city has a new mayor. citizens are

hoping a new attitude. oakland hardly looked like one of the most dangerous cities ins california tonight. it was relatively quiet. and peaceful and based on announcement by the mayor and police chief, may be there will be more quiet night in the future. >> really been a pleasure working with the mayor. she is, working with the mayor. she is, she is not just talking she is backing her actions up and moving forward. >>reporter: by hiring officers. having laid off 80 police last july following budget cut at that time department announced it will higher 10 of the officers back. the news came out of nowhere. surprising even the head of the police union. >> 10 obviously i would like to have it be 80. however it's a step in the right direction. >>reporter: in a city where already been 70 shootings in january alone the move has more symbolic value than practical impact. but resident like dawn link who runs the neighborhood crime council near schaad avenue says every officer on the street can help. >> it's not going to turn the

tide but step in the rate direction. >>reporter: last year the department had 800 officers. now through lay off and attrition it's more like 6 56 with two 75 on patrol. john is one of the officers who lost his job in the layoffs. he says the last 6 months have not been easy nor does he expect to be among the 10 officers hired back. >> difficult out there trying to find another agency. so many officers that are out of jobs. not just in oakland but throughout the state. >>reporter: state with city facing huge deficit who hope they might be bouncing off rock bottom. >> i hope the officers see that the city is going in the right direction working together to make sure that the workplace and environment is the best. >>reporter: about not that this solves all the problems. even now the mayor, police department and union are saying that the police department remains grossly under staffed. the rehirings won't take place immediately. not a mat of days said the chief. more like weeks they will hire through

>> parents students mourning the sudden death of popular teacher at palo alto elementary school. bacterial infection believed to be the cause of death and precautions now being taken to protect the students. lillian reports from palo alto. >> kind of hard to overcome. >>reporter: anita is a fifth grader at hoover elementary school in palo alto. she learned this morning that her beloved teacher 43-year-old george flat died suddenly over the weekend. >> it seems like it is fate and you can't believe it. >>reporter: school administrators say flat had a cold on friday but felt well enough to come to work. then on saturday flat developed a high fever. he died at the hospital the next day. pun health officers suspect meningitis severe bacterial infection of the bloodstream. >> this is certainly a shock. nobody an pay theed this at all. he wasn't ill. that you would have been worried about had the health. >>reporter: public health officers say the chances the
